What Is the DCMA 14-Point Assessment?

It's a checklist, not a certification. The DCMA published it as part of its guidance on evaluating Integrated Master Schedules on US government contracts, and it has since become a de facto industry standard because it's quick to run, quantifiable, and catches the errors that most commonly wreck a critical path calculation: activities with no logic ties, illogical lags, hard constraints that override the network, and float or duration outliers that suggest the schedule was built in a hurry.

It doesn't check whether your scope is complete, whether your durations are realistic, or whether the plan reflects how the work will actually happen. A schedule can score 100% on all 14 points and still be a poor plan. Treat it as a floor, not a ceiling — a way of catching structural defects before you get into the harder work of judging whether the logic and durations are actually right.

Most Primavera P6 schedules are checked against these standard tolerances. A "pass" on any one metric doesn't mean zero issues — it means the proportion of affected activities sits inside DCMA's tolerance band.

Some organisations exclude Level of Effort activities and near-term milestones from the logic and duration checks — confirm which convention your client or contract requires before you run the numbers, because it changes the percentages.

How to Run the Check in Primavera P6

You don't need third-party software to run the core of a DCMA check — P6 Professional carries most of it natively.

  1. Set the data date and reschedule first. Run the scheduler (F9) so total float, dates and the critical path reflect current progress, not a stale calculation.
  2. Use Tools > Check Schedule Report where available. Depending on your P6 Professional version, this generates a summary against the standard checks — logic, lags, constraint types, float, duration and BEI — in one pass.
  3. Where the built-in report isn't available or you need a metric it doesn't cover (CPLI, invalid dates, or a version breakdown by contract package), build a layout with the columns you need — Total Float, Free Float, Constraint Type, Relationship Type, Predecessor/Successor counts — then group and filter to count the exceptions manually. This is slower but it's the only reliable way to see which activities are failing each test, not just the percentage.
  4. Export the flagged activities, not just the summary score. A percentage tells you whether you have a problem; the activity list tells you where it is and who owns it.
  5. Re-run after every remediation pass. Fixing logic frequently creates new float outliers or shifts the critical path, so treat this as iterative, not a one-off gate before submission.

DCMA Compliance vs a Genuinely Deliverable Schedule

A 100% DCMA pass tells you the schedule is technically sound. It doesn't tell you the durations are realistic, that resourcing is achievable, or that the logic reflects how the work will actually be sequenced on site. On NEC4 contracts in particular, an Accepted Programme needs to satisfy the Project Manager under clause 31.3 — DCMA compliance can support that case, but it isn't the test itself, and a schedule that passes every DCMA check can still be rejected if the method statement and resourcing don't stack up.
